| As one of the art and cultural program, an event called "Artist in Residence" was held at the new City Hall. People of all ages participated in making a giant Washi (traditional Japanese paper). Chiyoda district is known as a birthplace of Edo Culture since the foundation of Edo period more than 300 years ago. Since Edo period until now, the Edo spirit which comes from the appreciation of nature and life and the willingness to help each other has never changed. Through the process of working with the organic materials and sharing one common goal of creating something together, the participants enjoyed the sense of community beyond the social status and the age difference. |

| "The Artist School" took place as one of the art and cultural program at the new City Hall. Students from 8 local schools in Chiyoda district participated in creating a huge paper screen consisting of 250 by 250 millimeter Washi frames. This warm, softly illuminated screen will keep glowing and be appreciated as a symbol of the building for a long time. |
